Africa and the Global Politics of Cybersecurity Governance

Policy Brief No. 243

August 19, 2026

No single state has a perfect answer to the growing cybersecurity challenges of today. A West/non-West binary has largely dominated cybersecurity governance, obscuring the unique complications facing underrepresented nations. What challenges do African states face in improving their cybersecurity protections?

Samuel Edem Assisi presents an overview of the global politics of cybersecurity at play in Africa. Through examining the significance of cybersecurity governance in Africa, comparing and analyzing various African approaches to regulation and governance (such as the 2014 Malabo Convention), and discussing how these interact with geopolitical rivalries and compounding socio-economic challenges unique to the continent, he provides thoughtful recommendations on the path forward for African states.
