A Letter from the Founder and Chair

Twenty-five years is a significant milestone, and an opportunity to reflect on why CIGI was created, the impact it has had and the work still ahead.

When we started CIGI in 2001, the international system was entering a period of profound change. Geopolitical power was shifting just as technology, data and new treaty frameworks were beginning to transform the global economy, creating new sources of power that the post-war institutions were not designed to govern.

I was seeing that transformation first-hand as co-CEO at Research In Motion (BlackBerry). We were building a technology company in Waterloo and competing globally as the digital economy took shape. It was becoming clear that technology was changing more than products and markets. It was changing where economic value accrued and, with it, the distribution of power. The spillovers were extending well beyond economics to questions of security, sovereignty and human rights.

Policy and institutions were not keeping pace. The question was how Canada could build the intellectual capacity to understand what was coming and help shape the rules that would follow. The answer was to build a think tank focused on international governance, independent enough to look beyond immediate policy cycles and bring serious expertise to emerging global challenges.

In many ways, CIGI was an institutional experiment: Could an independently endowed, Canadian-based organization look ahead of the established policy system and develop ideas while there was still time to shape the response? Twenty-five years later, we have a pretty good body of evidence to say yes. The institution was created to look ahead of the policy system, and the need for that work has only grown.

Today, CIGI has assembled an extraordinary community of staff, fellows and experts working at the leading edge of these questions, making CIGI an important source of expertise at home and a valuable contributor to global discourse.

I am proud to serve as CIGI’s chair and proud of not only what this institution has contributed, but also what it’s poised to contribute going forward in anticipation of our fiftieth anniversary in 2051.
