Waterloo Security Dialogue 2025: Fostering a National Culture of Cybersecurity

Emerging technologies are driving unprecedented economic and scientific growth, but with these advances come risks that these technologies will expose vulnerabilities to threat actors. The third annual Waterloo Security Dialogue (WSD), hosted by the Centre for International Governance Innovation, brought together experts from all levels of government, Indigenous communities, industry, business and civil society to tackle cyberthreats by building a national culture of cybersecurity. This special report highlights the insights gained from the 2025 dialogue, drawing upon themes and recommendations from previous WSDs to strengthen Canada’s cybersecurity ecosystem and empower those defending it.

Shelly Bruce is a CIGI distinguished fellow and the former chief (deputy minister) of the Communications Security Establishment.
