Bio
Chris Beall is a senior fellow at the Montreal Institute for Global Security and president of QuietWire. Through QuietWire, he leads global partnerships and community, building the user networks, governance infrastructure and advisory services that allow civil society, government and institutional actors to coordinate more effectively in contested information environments. He also serves as chief relationship officer at the DISARM Foundation.
With more than two decades of experience across government, civil society and technology, Chris has led and advised initiatives that strengthen democratic institutions against influence operations, foreign interference and other information threats. He regularly advises governments, multilateral institutions, think tanks and civil society organizations on strategies to build more resilient information ecosystems and stronger cross-sector collaboration.
Previously, Chris was a senior fellow at the Carnegie Endowment for International Peace, where he led a multi-stakeholder crisis response network bringing together civil society, government and industry partners to protect the integrity of Ukraine’s information environment. He also created and led the Global Platform Governance Network at the Centre for International Governance Innovation, and held leadership roles across the Government of Canada, including as the founding director of the Digital Citizen Initiative at Canadian Heritage. Chris holds a doctorate from the University of Oxford.
